James Clarke

James Clarke is a legal and engineering professional with extensive experience in program management, sustainability, and patent law. Currently, as the Manager of Program Portfolio at DC Sustainable Energy Utility, James focuses on reducing the carbon footprint of the district. James previously served as Program Manager at DC Water, overseeing the implementation of the annual budget for multiple departments and leading significant projects, including large-scale solar initiatives. In addition, James has experience as a Principal Broker and Attorney at LLF, an Inventor and Patent Attorney at FE&T, and has contributed to various roles in engineering, including project management and construction. James holds a Juris Doctor from The George Washington University Law School and advanced degrees in Systems Engineering and Mechanical Engineering from the University of Virginia.
