DFN headquarters is in Roseburg, OR. Applicants should be prepared to spend time in Roseburg for initial training and periodically for meetings and additional training. The employee who fills this role needs to be located in or in close proximity to lane county to respond to urgent situations.

POSITION PURPOSE: As an Outside Operations Manager for DFN, you will be responsible for assisting the Director of Outside Plant Operations in oversight of the planning, design, construction, and maintenance of DFN's outside plant facilities. This includes the fiber optic cable, overhead and underground facilities, and other infrastructure. You will be responsible for managing a team of employees, and at times contractors, to help ensure that all projects are completed on time, within budget, and meet industry standards. This position will work closely with and report to the Director of Outside Plan Operations.

ESSENTIAL FUNCTIONS: 

  • Manage the day-to-day activities of employees assigned to you on the outside plant team, including scheduling, budgeting, and resource allocation.

  • Ensure that all outside plant projects assigned to your team are completed on time, within budget, and meet industry standards for quality and safety.

  • Assist the director in working with other departments within the company, such as engineering and operations, to ensure that outside plant projects are aligned with overall business goals.

  • Develop and maintain documentation for projects assigned to your team.

  • Manage relationships with outside vendors and contractors to ensure that all work is completed to the company's satisfaction.

  • At the request of the director, meet with customers, business owners, stakeholders, and state and local government personnel to discuss planning and building of the fiber network as needed. Resolve complaints, violations, and conflicts as they arise.

  • Identify and implement process improvements to increase the efficiency and effectiveness of the outside plant team.

  • Ensure that all outside plant facilities under your supervision comply with local, state, and federal regulations, as well as industry standards for safety and quality.

  • Take after-hours and weekend calls as needed. Report to work as needed after-hours and on weekends in urgent situations.

  • Safely operate and maintain company vehicles.

  • Work in the field with crews as needed.

  • Train and onboard new employees making sure they understand the responsibilities of their role.

  • Assess the job performance of the employees you supervise and identify areas for improvement.

  • Participate in the management and resolution of employee relations issues on your team, involving HR when necessary.

  • Maintain a safe and healthy work environment by enforcing company policies and procedures and adhering to legal requirements.

  • This job description covers the most crucial key and supplemental duties performed in the position, but does not include other occasional work, which may be similar, related to, or a logical assignment for the position. Other projects will be assigned as need.

QUALIFICATIONS:  

  • 3-5 years of experience in outside plant construction required, preferably in the telecommunications industry. Management level experience preferred.
  • Bachelor's degree in construction management or a related field preferred but not required.
  • Strong project management skills, with the ability to manage multiple projects simultaneously.
  • Strong communication skills, with the ability to work effectively with a diverse group of stakeholders, including engineers, technicians, contractors, and senior executives.
  • Knowledge of outside plant design principles, including fiber optic networks, transmission poles, conduits, and other infrastructure.
  • Knowledge of local, state, and federal regulations related to outside plant facilities.
  • Ability to analyze data and make informed decisions based on that analysis.
  • Computer skills: use of PC and other industry specific applications necessary to complete job functions; Proficiency in Office 365
  • Knowledge in the following programs is preferred: GIS systems & NISC
  • Ability to communicate effectively, both orally and in writing.
  • Able to meet physical demands with reasonable accommodation if necessary. This position is considered medium physical work. This job is preformed indoors and outdoors and sometimes at a great height close to roadways. This position will also enter customer homes and businesses occasionally and can be exposed to insects and animals as well as dust and fumes. In this position you can be exposed to the outdoor elements including extreme cold, extreme heat, rain, and wind. This position can also be exposed to outdoor dust, fumes, wildfire smoke, and loud noises. This position occasionally uses tools and  heavy machinery and can be exposed to hazards associated with this equipment.
