Thomas Smolinsky, CISSP is a highly experienced executive with a career spanning over two decades in the information technology and security fields. Thomas has held a variety of roles, beginning in 2000 as Manager of Infrastructure and Application Services at Phase Forward, followed by Manager of Engineering Services and Manager of the IAS Project Management Office. In 2007, Thomas moved on to become Director of Technical Operations at Mirror Image Internet, where they were responsible for the strategic direction and senior management of the Technical Operations department. In 2009, they took on the role of Chief Information Security Officer (CISO) and Vice President of Technology and Engineering Operations at NaviNet. Thomas then held the role of Senior Director of Technical Operations and Security at NaviNet before being appointed CISO and Senior Vice President of Enterprise Technology at NantHealth in 2016. In 2018, Thomas became Vice President of U.S. Operations at Orion Health, and also joined Presence PBC as a Board of Advisors. In 2020, they were appointed Chief Information Security Officer at e-Share and Fractional CISO, CIO, CTO and Executive Advisor at vitso. In 2021, Thomas returned to Idaho Health Data Exchange as Chief Information Security Officer.

Thomas Smolinsky has a long and varied educational history. Thomas attended Malden Catholic High School from 1983 to 1987. Thomas then attended UMass Boston from 1987 to 1988, studying Psychology. In 1988 and 1989, they attended the Computer Learning Center and obtained a Technical Certification in Electronics Technology. From 1994 to 1995, they attended the Computer Learning Center again and obtained a Technical Certificate in PC Networking/Telecommunications. From 2002 to 2008, they attended University of Phoenix and studied Information Technology Management/Project Management. In 2006 and 2007, they attended University of Phoenix again and obtained a Certificate in Project Management. In 2012, they obtained a CISSP certification from the International Information Systems Security Certification Consortium and a Certified Information Systems Security Professional (CISSP) certification from (ISC)².
