Lester Garcia

Lester Garcia is the Director of Regulatory and Market Access for LATAM at E-Space since September 2024. Previously, Lester served as the Director General of Telecommunications and Broadcasting Development at Instituto Federal de Telecomunicaciones from September 2023 to September 2024, and as Head of Public Policy for Connectivity and Access at Meta from October 2016 to June 2023, focusing on ICT regulation and policy in the region. Lester's extensive career includes consulting on regulated industries and public policy for various clients from 2009 to 2016, and leadership roles at Comisión Federal de Telecomunicaciones overseeing regulatory policy design, and at Philip Morris International and Axtel in corporate and government affairs. Lester holds a Master in Public Policy from the University of Chicago, a PhD in Strategic Management and Public Policy from Universidad Anáhuac, and a BA in Economics from Tecnológico de Monterrey.
