Patrick Goodwin helps federal agencies evaluate projects under the National Environmental Policy Act and fulfill cultural resources management responsibilities under the National Historic Preservation Act. Since joining ERG in 2001, Patrick has managed NEPA Environmental Impact Statements and Environmental Assessments for federally funded construction, demolition, and master planning projects, as well as development of NEPA categorical exclusion documentation for more than 1,000 federal actions. For projects that could affect historic buildings or archeological resources, Patrick collaborates with his clients and state historic preservation officers to avoid or mitigate those impacts.
Patrick also helps federal agencies establish formal NEPA programs. He works with his clients to determine when and how agency projects will be evaluated, supports efforts to secure approval by the Council on Environmental Quality, and provides leadership and training assistance throughout program implementation.
Patrick holds a B.A. in environmental science from the University of Virginia and a professional certificate in geographic information systems from George Mason University.
