Clive Bowers is an experienced energy policy professional with a career spanning over two decades. Currently serving as Energy Policy Manager and Traded Market Regulatory Specialist at ESB since June 2016, Clive previously held significant roles at the Commission for Energy Regulation (CER) from June 2006 to June 2016, including Manager of Wholesale Electricity Markets and Policy Analyst. Clive played a pivotal role in developing energy trading arrangements for the new all-island electricity market, I-SEM, and contributed to various projects related to market power mitigation, gas commercial matters, and electricity generation licensing. Academic qualifications include a Postgraduate Diploma in Regulatory Governance from University College Dublin, a Higher Diploma in Business Studies from Dublin Business School, and multiple degrees in Engineering and Engineering Technology from University College Dublin and Munster Technological University.
