Encina Wastewater Authority
Scott McClelland, P.E., BCEE, currently serves as the General Manager of Encina Wastewater Authority, a position held since December 2016, where efforts have focused on transforming the organization into a Values Driven Organization and enhancing its culture. Previously, Scott was the Assistant General Manager at Encina Wastewater Authority and held the role of Director of Water Quality at Sweetwater Authority from September 2003 to December 2016, overseeing major projects and operations of water treatment facilities. Scott's early career included a position as Principal Engineer at MWH, where engineering solutions were provided for various water and wastewater projects. Educational qualifications include an MBA from the University of Redlands and a BS in Environmental Engineering from California Polytechnic State University-San Luis Obispo.
