Lisa A. Lauxman

Lisa is a Program Cycle Specialist and serves with the Strategic Planning and Design (SPADe) Team within the Division of Monitoring, Evaluation and Learning (DMEAL) of USAID’s Bureau of Humanitarian Assistance. She brings over 40 years of experience in strategic planning and activity development and design to Environmental Incentives, with a focus in community and youth engagement. Lisa’s strong ability to synthesize helps with visioning policy and practice, translating science into real-world application.

Before joining the Program Cycle Mechanism (PCM), Lisa served as a career federal employee with USDA National Institute of Food and Agriculture (NIFA), where she collaborated across various agencies, scientific working groups, and extension land-grant partners to deliver evidence-based programs. She was instrumental in updating the 4-H U.S. Strategic Plan, created a coordinated working group for the 4-H public and private partnership, facilitated the memorandum of understanding between said partners, and developed strategic partnerships for positive youth development between domestic and international federal U.S. agencies.

Lisa collaborated with USDA’s Foreign Agriculture Service (FAS) offering technical expertise with curriculum and program development for extension strategies in Iraq, Tanzania, Pakistan, and Georgia. Recently Lisa served as lead co-editor for the first-ever special issue of the Journal of Youth Development on International Positive Youth Development. Her personal philosophy reflects her “bleed green” 4-H background – “Making the Best Better” to build sustainable change with youth and adults.
