The municipal council and the county council themselves employ a municipal director, who will be the head of the municipality's and county council's administration.

The municipal director must lead the combined municipal or county administration, with the exceptions provided for by law, and within the instructions, guidelines or orders given by the municipal council or the county council.

The municipal director must ensure that cases submitted to elected bodies are properly investigated. The investigation must provide a factual and legal basis for making decisions.

The municipal director must ensure that decisions made by elected bodies are implemented without undue delay. If the municipal director becomes aware of factual or legal circumstances that are of central importance for the implementation of the decision, he or she must make the elected body aware of this in a suitable way.

The municipal director has the right to attend and speak in all municipal or county municipal elected bodies, with the exception of the control committee. The municipal director can let one of his subordinates exercise this right on his behalf.

An elected body can give the municipal director the authority to make decisions in matters that are not of principle importance, unless the municipal council or the county council itself has decided otherwise.

The municipal director has ongoing personnel responsibility for the individual, including employment, dismissal, suspension, dismissal and other official reactions, unless otherwise stipulated by law.
