Massimo De Luccia has extensive experience in the field of procurement, specifically in the legal and administrative aspects. Massimo has held various senior roles in this field, including Chief of Procurement at EUPOL COPPS and Senior Procurement, Commercial & Administrative Lawyer at Performer. Massimo has also worked as a Senior Legal Procurement Specialist at Invitalia, Avvocato specializzato in diritto amministrativo e diritto degli appalti pubblici at ANPAL SERVIZI SPA, and Senior Legal Specialist at AICS. Massimo De Luccia's education history begins in 1982 when they enrolled at the University La Sapienza Roma, Faculty of Law, where they pursued a Laurea in Giurisprudenza (Law degree). Massimo completed their studies in 1986.

In 1988, De Luccia attended a Specialization Course in Administrative Sciences at the University La Sapienza Roma, with a focus on the Faculty of Jurisprudence. The program was led by Prof. M.S. Giannini.

Moving ahead to 2013, De Luccia participated in the HEAT Course at Scuola Superiore 'Sant' Anna' di Studi Universitari e di Perfezionamento. The course centered around Hostile Environment Awareness Training Course - Civilian Crisis Management.

In the same year, they completed the Basic Security In the Field II (BSITF II) program offered by the United Nations Department of Safety and Security (UNDSS), an essential qualification for working in a civilian crisis management role.

De Luccia undertook further training in 2014 at the Federal Police Academy Section for Foreign Police Missions in Lubeck, Germany. Massimo completed an Advanced Training Course titled "Mentoring in Civilian Crisis Management," concentrating on the field of Civilian Crisis Management.

In 2015, De Luccia attended the ASPR - Austrian Study Center for Peace and Conflict Resolution in Stadtschlaining, Austria. Here, they participated in the ENTRi Specialization Course on Analyzing and Addressing Organized Crime, emphasizing the field of Civilian Crisis Management.

Expanding their expertise, in 2016, De Luccia completed the 55th UN Staff Officer Course at the German Armed Forces – Command and Staff College in Hamburg. This course specialized in Civilian Crisis Management and United Nations Mission Management.

During the same year, De Luccia also took the Basic Course on Anti-Corruption organized by the United Nations Development Programme (UNDP), focusing on tackling corruption.

Lastly, in 2022, De Luccia enrolled at Sapienza Università di Roma, undertaking a course in European Public Procurement Rules, Policy, and Practice, further developing their knowledge in this field.
