Curtis Penn

Director, Justice Services at Felton Institute

Curtis Penn, is the Division Director of Justice Services at Felton Institute. He oversees the Justice Services programs (CORE, Mild to Moderate & SMI, LEAD, FEST, STARR) in Alameda County and San Francisco, which provide services via case managers and clinicians to an ever-growing population that has been impacted by unaffordable housing, decreased mental health services, mass incarceration, among a host of other factors.

Felton’s Law Enforcement Assisted Diversion (LEAD) services are provided as part of LEAD SF, a multi-agency collaborative partnership program designed to divert repeat, low-level adult offenders. Felton’s Engagement Specialist Team (FEST) members are skilled case managers working in collaboration with the San Francisco Departments of Public Health, to address chronic homelessness, substance use disorder, co-occurring issues, and mental health. Supporting Treatment and Reducing Recidivism (STARR) is a multi-agency collaborative partnership program designed to meet one of the most critical community care needs in San Francisco.

CORE (Center of Reentry Excellence), Justice Services’ newest program, is located at 400 Broadway in Oakland. It offers a wide array of reentry and behavioral health services for justice-impacted clients. The Mild-to-Moderate, AB 109-Post Release Community Supervision (PRCS) Program offers clinical and re-entry services for adults under the supervision of the Alameda County Probation Department and who experience behavioral-health concerns within the Mild-to-Moderate spectrum.

Before joining the Felton Institute, Family Service Agency, Curtis worked as the Director of Project Rebound at San Francisco State University. He managed day-to-day operations and supported justice impacted students to help them achieve their educational goals, and as a Reentry Consultant with Roots of Success.

Curtis has a master’s degree in Public Administration with an emphasis in criminal justice & public policy.
