Frank Matranga

Mr. Frank Matranga is the Deputy Director of the Public Assistance Division, Recovery Directorate, at the Federal Emergency Management Agency. In this role, he oversees operations of FEMA's $7.3 billion per-year Public Assistance infrastructure restoration grant program as well as the Community Disaster Loan and Fire Management Assistance Grant Programs. Over the last 10 years, the Public Assistance program has been activated on an average of more than 120 disasters each year across the nation, including emergency, major and fire management assistance declarations.

Previously, Frank served as the Chief of the Public Assistance Program Delivery Branch where he oversaw the reengineering and implementation a new program delivery business model for the 7,000 person FEMA Public Assistance enterprise including the creation of four Consolidated Resource Centers to unify subgrant development and launch of the FEMA Public Assistance Grants Manger & Grants Portal -- an online service center for over 25,000 local governments applying for federal infrastructure restoration assistance.

During his time at FEMA, he has served in various capacities, including the Deputy Director of Recovery in FEMA Region II where he was responsible for recoveries from Hurricanes Irene, Lee, and Sandy. Frank also served as a policy analyst within the Recovery Directorate where he coordinated the development of program policies, doctrine and strategic guidance to enhance program and service delivery for all hazard events.

Prior to joining FEMA, Frank served as a Presidential Management Fellow with the U.S. Coast Guard, Office of the Judge Advocate General.

Frank holds a Bachelor of Arts in Political Science from the University of California, San Diego, and a Juris Doctor from Fordham University School of Law, New York.

He lives in Washington, DC, with his wife and two children.
