Debbie-Anne A. Reese

Deputy, Office of the Secretary at Federal Energy Regulatory Commission

Reese has an extensive knowledge of Commission processes, requirements and policies stemming from her experience in numerous leadership positions since she began her FERC career in 2006. She served as a managing attorney in the Office of the General Counsel (OGC)-Energy Markets, advising Commissioners and program office staff on electric rate matters, particularly concerning bilateral markets, corporate filings and the Southwest Power Pool, Inc. Most recently, she was involved with the Commission’s policy statement on carbon pricing in organized wholesale power markets and development of the Office of Public Participation.

Reese also served as legal and policy advisor to former Chairman Jon Wellinghoff; as a member of his management team she assisted overseeing the day-to-day operations of the Commission. Prior to joining FERC, Reese worked for Verizon, in External Affairs and Product Management. She earned her Juris Doctor from the Georgetown University Law Center and holds a Bachelor of Business Administration in Finance from Howard University.
