Leopoldo E. Soto Arriagada, Ph.D., currently serves as the Manager (Supervisory Energy Industry Analyst) for the Market-Based Rate Program at the Federal Energy Regulatory Commission, overseeing a team focused on market power and electric rate issues. With prior roles as an Economist in the Office of Energy Market Regulation and the Office of Energy Policy and Innovation, Leopoldo has contributed to critical regulatory matters in the energy sector.
