Julie Spiker

Julie Spiker, General Counsel and Corporate Secretary, oversees the Bank's legal services and board governance. She also serves as the Bank's Ethics Officer. Ms. Spiker started her FHLBank legal career in Pittsburgh, spent several years as FHLBank Des Moines' General Counsel, and then returned to FHLBank Pittsburgh. Most recently, she served as the Bank's Senior Deputy General Counsel, leading the Bank's legal team and providing advice and counsel on legal, ethics, compliance, legislative and other issues affecting the Bank. Ms. Spiker earned a bachelor's degree in English and economics from the University of Virginia and a Juris Doctorate from Duquesne University. She is a volunteer with Strong Women Strong Girls and participated as a host family for the ASSIST International Student Program. Ms. Spiker is also a member of Leadership Pittsburgh's Class XXXV.
