David Chang

David Chang is an experienced professional in talent development and management, currently serving as the Senior Talent Development Program Manager at the Federal Reserve Bank of San Francisco since December 2020. Previously, David held the position of Senior Manager of Talent Management at AltaMed Health Services, where responsibilities included creating learning environments and leading HR scorecards for strategic decision-making. David's career began at Deloitte, where as a Learning & Development Manager and Senior Consultant, skills were developed in crafting learning strategies and delivering tailored learning solutions for client organizations. David holds a Master of Public Policy and a Bachelor of Arts in Film and English, both from the University of Southern California.
