Mark Gould is the [Federal Reserve](/org/federal-reserve-system) System’s first chief payments executive. He is responsible for leading the full range of cash and payment services provided by [Federal Reserve](/org/federal-reserve-system) Financial Services, working to deliver a fully-integrated suite of payment services and a unified customer experience for financial institutions nationwide.

Mr. Gould is a proven leader with a track record for getting results, cutting through red tape, and driving organizational change to meet the challenges of a dynamic future. He is a fierce advocate for transparency, inclusion and diversity, and mentorship in the workplace. And he is a champion for building cohesive, contemporary, and collaborative culture across traditional organizational boundaries.

Mr. Gould previously served as the chief operating officer and first vice president of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). From this position, he led the [Federal Reserve](/org/federal-reserve-system) System’s Cash Product Office, which oversees the processing, quality, and distribution of U.S. currency domestically and internationally.

Mr. Gould’s career at the [Federal Reserve](/org/federal-reserve-system) began thirty years ago in the Retail Payments Division of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). Prior to his role as chief operating officer and first vice president and national cash product director, Mr. Gould led the Seattle branch and provided leadership to technology, operations, and administrative functions. He holds a bachelor’s degree in economics from [Pacific Lutheran University](/org/pacific-lutheran-university) and a master’s degree in applied economics from [Seattle University](/org/seattle-university).

A Washington State native, Mr. Gould keeps his ties to the Northwest by serving as a vice chair on the Board of Regents of [Pacific Lutheran University](/org/pacific-lutheran-university). He now lives in Lafayette, California, with his wife Lisa.



Mark A. Gould

Darlene Wilczynski is vice president and regional executive of the Seattle Branch of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) with additional responsibility in the District’s Financial Institution Outreach function. She also oversees District Facilities Management and Workplace Services. In her role as regional executive, Ms. Wilczynski oversees the Seattle Branch Board of Directors and its contribution to monetary policy decisions, and conducts outreach to community bank CEOs and regional business leaders in Washington and Alaska. As vice president of District Facilities Management and Workplace Services, she is responsible for overseeing the physical assets of the San Francisco head office and the five other 12th District locations, as well as a collection of internal support services.

Ms. Wilczynski joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 1997 as the assistant manager of Check Services in Seattle. She has held a variety of management roles across Human Resources, Public Information, and Seattle Check Operations, including consolidation of Portland Check Services with the Seattle branch. In addition, she led the effort to move Cash Services into the Seattle facility, and as vice president of Northern Region Cash Services, she oversaw the Seattle and Salt Lake City Cash Services operations.

Ms. Wilczynski received a bachelor’s of science degree from the United States Naval Academy. She served on active duty in the United States Navy for almost six years and in the Naval Reserves for another 17 years before retiring as a Commander in 2009. In addition, Ms. Wilczynski holds a master’s in business administration and a certificate in organizational leadership from [Chapman University](/org/chapman-university) and is a graduate of Pacific Coast Banking School.

Ms. Wilczynski is also a member of the Washington State Chapter of the International Women’s Forum and sits on the President’s Resource Council for Seattle Central College.

Darlene Wilczynski

Laura N. Monfredini is Senior Vice President and General Counsel for the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). Ms. Monfredini oversees the Bank’s legal affairs and operations, and serves as a strategic partner to the organization.

Ms. Monfredini joined the Bank in 2010, and as its Associate General Counsel for Employment Law, she played a critical role in modernizing the organization’s people practices, including performance management and workplace conduct training. Before coming to the Bank, Ms. Monfredini was an Assistant General Counsel for U.S. Foods where she was responsible for employment law counseling and managing the company’s litigation portfolio. Ms. Monfredini also worked as an associate attorney with the international law firm Paul Hastings LLP.

Ms. Monfredini received her Juris Doctor degree from Tulane University School of Law and her Bachelor of Science from [Santa Clara University](/org/santa-clara-university).

Laura Monfredini

Roger W. Replogle is executive vice president and Cash Product manager in the Federal Reserve System’s Cash Product Office, which oversees domestic and international currency and coin management. The Cash Product Office provides strategic direction to the Federal Reserve System’s Cash Services function by guiding policy, product development, and capacity planning for its cash operations. The Cash Product Office also provides standard software and tools to all cash processing and vault automation systems nationwide.

Mr. Replogle serves as the Los Angeles Branch regional executive and oversees the Los Angeles Branch Board of Directors. He is a member of the Bank’s Executive Committee and the Emergency Operations Committee. In his capacity as Cash Product manager, he is a member of the Federal Reserve System’s Financial Services Committee and the Business Technology Council.

Mr. Replogle joined the Los Angeles Branch of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in July 1980. In his career with the Bank, he has held a variety of management roles in financial services, Retail Payments, Administrative Services, Cash Services functions, and has served on Federal Reserve System leadership committees for Cash, Checks, Electronic Payments, Facilities, Information Technology, and Law Enforcement.

Mr. Replogle is a graduate of the [University of Southern California](/org/university-of-southern-california)’s Marketing Executive Program and the University of Colorado’s Payment Institute and attended Southwest Missouri State University. He currently serves on the board of the Arizona Council on Economic Education.

Roger W. Replogle

Mary C. Daly is the President and CEO of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). As a participant on the Federal Open Market Committee, she helps set American monetary policy that promotes a healthy and stable economy.

Since taking office in October 2018, Dr. Daly has committed to making the San Francisco Fed a more community-engaged bank that is transparent and responsive to the people it serves. She works to connect economic principles to real-world concerns and is a sought-after speaker on monetary policy, labor economics, and increasing diversity within the economics field.

Dr. Daly began her career with the San Francisco Fed in 1996 as an economist specializing in labor market dynamics and economic inequality. She went on to become the Bank’s Executive Vice President and Director of Research. She has also served on the advisory boards of the Congressional Budget Office, the [Social Security Administration](/org/social-security-administration), the Office of Rehabilitation Research and Training, the Institute of Medicine, and the [Library of Congress](/org/library-of-congress).

Dr. Daly earned a bachelor’s degree from the University of Missouri-Kansas City, a master’s degree from the University of Illinois Urbana-Champaign and a Ph.D. from [Syracuse University](/org/syracuse-university). She also completed a National Institute of Aging post-doctoral fellowship at [Northwestern University](/org/northwestern-university).

A native of Ballwin, Missouri, Dr. Daly now lives in Oakland, California, with her wife Shelly.

Mary C. Daly

Sylvain Leduc is executive vice president and director of Economic Research at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). In this role, Dr. Leduc helps oversee the development of key research and analyses to inform the monetary policy decision-making process. Prior to appointment, Dr. Leduc was senior vice president and associate director of Economic Research.

Dr. Leduc joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 2008 as a Research Advisor and was promoted to Vice President of Microeconomic and Macroeconomic Research in 2013. He also worked as a Senior Economist in the Division of International Finance at the Board of Governors of the Federal Reserve System in Washington, D.C., and as a Senior Economist, Macroeconomic Research, at the [Federal Reserve Bank of Philadelphia](/org/federal-reserve-bank-of-philadelphia).

From May 2016 until July 2018, Dr. Leduc served as Deputy Governor of the [Bank of Canada](/org/bank-of-canada). As a member of the Bank’s Governing Council, he shared responsibility for decisions on monetary policy and financial system stability and for setting the Bank’s strategic direction.

Born in Montréal, Canada, Dr. Leduc received his bachelor’s and master’s degrees in economics from [McGill University](/org/mcgill-university) and obtained a PhD in economics from the [University of Rochester](/org/university-of-rochester). He has served as Editorial Advisor for the Canadian Journal of Economics.

Sylvain Leduc

Gopa Kumar began his career with the Bank in 1994 as an applications manager and was promoted to senior vice president in 2010. In 2016, Gopa was promoted to executive vice president.

Prior to joining the Bank, Mr. Kumar was the system manager and chief architect at Providian Financial. Mr. Kumar holds a bachelor of science degree in mechanical engineering from The National Institute of Technology, India.

Mr. Kumar serves in leadership roles on key Federal Reserve System workgroups, including the Technology Service Council. Mr. Kumar is a member of the Bank’s Executive Committee.

Mr. Kumar is a governing body member of the San Francisco CIO Executive Summit, and is also the co-chair of the San Francisco CIO Mid-Market Executive Summit.

Gopa Kumar

Rita Aguilar oversees the Federal Reserve Bank of San Francisco’s People + Culture group. As senior vice president, Rita drives meaningful change around people-first centered principles, with primary responsibility for the Bank’s people policies, programs, and operations. She is also a member of the SF Fed’s Management Committee—which implements policies and strategies on organizational improvements—and serves as the Bank’s Director of the Office of Minority and Women Inclusion.

Rita joined the Bank in 1988. She previously served as the SF Fed’s vice president of People + Inclusion and Diversity and Equal Employment Opportunity (EEO) officer, responsible for leading, designing, and championing diversity, inclusion, and equal opportunity programs. Her previous roles at the SF Fed include Cash Services director and human resources manager.

Rita holds a bachelor of science degree in business from California State University, Los Angeles.

Rita Aguilar

Mongkha Lu Pavlick serves as the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco)’s group vice president in Supervision + Credit. She oversees teams with responsibilities for Formations + Transactions, Consumer Compliance Supervision, Credit Risk Management (“discount window”), and Supervision + Credit’s business and operational support functions.

Mongkha joined the SF Fed in 2001 as an intern in the Los Angeles branch, where, shortly thereafter, she began her career as an associate examiner in the financial examinations unit. She earned her safety and soundness commission and deepened her experiences by serving as an examining manager during the financial crisis, where she oversaw a portfolio of troubled community banks and bank holding companies.

From 2014–2018, she served as director of the SF Fed’s supervisory program for community banking organizations, and in that capacity, she led and contributed to various high priority Federal Reserve System initiatives focusing on risk tiering examinations and regulatory burden reduction. Most recently, her role also involved providing strategic oversight to the Supervision + Credit Fintech, Country Analysis, and Outreach teams.

Mongkha graduated summa cum laude from the [University of Southern California](/org/university-of-southern-california), with a bachelor of science degree in business administration and a minor in East Asian languages and cultures.

Mongkha Pavlick

Jim LeVoir serves as the vice president of Cash Operations for the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco), overseeing FedCash® Services in San Francisco, Los Angeles, Phoenix, Salt Lake City, and Seattle. Jim also serves on the Bank’s Management Committee, representing the Operations and Safety group.

Jim joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 2000 as a business development manager for the Los Angeles branch. Jim later transitioned to the National Cash Product Office where, as project manager, he helped lead the effort to introduce the redesigned $20 note. In 2004 he became manager of the High Speed Currency Verification Department for the Los Angeles branch. Jim assumed leadership of the Twelfth District’s Cash Support function in 2006, was promoted to director in 2007, and to vice president in 2016.

Jim believes that each individual possesses unique talents and gifts that, if maximized, can produce awesome results. To that end, Jim completed his certification as a Strengths Champion Coach. He is currently pursuing his professional leadership coaching credential through the International Coach Federation.

Jim’s career with the Federal Reserve System began in 1989 at the [Federal Reserve Bank of Kansas City](/org/federal-reserve-bank-of-kansas-city) where he served in the Economic Research Department. As an assistant economist in the Financial Markets Group, he was responsible for analysis and reporting related to the financial conditions of banks and credit unions. In 1992, Jim relocated to his home state of Minnesota where he joined the [Federal Reserve Bank of Minneapolis](/org/federal-reserve-bank-of-minneapolis) as a credit analyst. He was promoted to supervisor and, eventually, manager of the Minneapolis Fed’s Discount Window.

Jim earned a bachelor of art degree in political science and a master of science degree in applied economics from the [University of Minnesota](/org/university-of-minnesota).

Outside of work, Jim has a variety of interests. Serving as an elder at a large, multi-ethnic church in downtown Los Angeles, Jim developed and implemented a leadership development program for lay leaders. He also serves as a mentor/coach for several small group leaders. Jim holds a brown belt in Kenpo Karate and is an avid runner. Jim and his spouse live in Glendale, CA.

Jim Levoir

Charles Tsai is the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco)’s information security officer and vice president of the Statistics and Reserves (STAR) and Cash Product Office (CPO) groups. Charles oversees all information security activities in the Twelfth District, including coordinating District information security programs and policies, secure development efforts, cyber risk and compliance activities, and incident response activities. He also represents the District on the System Cyber Security Leadership Team.

Prior to this role, Charles was director of the Software Security and Assessment Services group in the National Incident Response Team. In this role, he was responsible for the Federal Reserve System’s software security group, Security Assurance for the Federal Reserve (SAFR), security control assessments, penetration testing, and red team services.

Before joining the Fed, Charles worked for [Booz Allen Hamilton](/org/booz-allen-hamilton), PricewaterhouseCoopers, and the [National Security Agency](/org/national-security-agency). He provided a range of cyber security and risk management support to both in-house and federal government and commercial clients. Charles received a bachelor of science degree in computer science and a master of science degree in information security from [Florida State University](/org/florida-state-university), and holds multiple certifications including Certified Information Systems Security Professional (CISSP) and Certified in Risk and Information Systems Control (CRISC).



Charles Tsai

Randy Schieber is the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco)’s Vice President of Strategy, Risk, + Analytics. In this capacity, he oversees the development and refinement of the Bank’s enterprise strategy, and business area alignment with the strategy through the strategic planning process. Randy also provides leadership over Enterprise Risk Management, as well as data analysis and reporting related to critical Bank initiatives.

Prior to joining the Bank in late 2016, Randy had a 15-year career at Visa that included roles in Client Support Services, Finance, Global Strategy, and Global Product Transformation. Previously, he worked as a strategy consultant in San Francisco, and spent eight years in Washington, D.C. as a legislative assistant for U.S. Senator Richard Bryan (NV) and as a staff member on the U.S. Senate Select Committee on Intelligence.

Randy received his undergraduate degree in political science from [Stanford University](/org/stanford) and an MBA from the Yale School of Management.

Randy Schieber

Shari Novik is senior vice president and general auditor at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). She provides executive and strategic leadership to the Audit function and Bank management, ensuring the San Francisco Fed’s internal controls are comprehensive, effective, efficient, and support the Bank’s strategic objectives. As a trusted advisor to the Audit and Risk Management Committee and the Board of Directors, Shari is responsible for determining whether the Bank’s network of risk management, control, and governance processes are adequate and functioning as expected.

Shari previously served as the interim head of Audit at the SF Fed. A career auditor with deep audit and Federal Reserve System knowledge, she joined the Bank in 1992 and has also served at the Boston Fed during her tenure. She serves on the Strategic Initiatives for System Audit Planning Effectiveness and Efficiency and Data Driven Insights. She also chaired the System Audit Planning team and served as Vice Chair of the System Audit Officers group prior to taking on the interim head of Audit role.

Shari earned a bachelor’s degree in economics from the University of Massachusetts, is a Certified Information Systems Auditor, is IIA certified in Quality Assurance, and has expertise in risk and program/project management.

Shari Novik

Sarah Devany is the first vice president and chief operating officer of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). As the second-ranking officer of the Bank, she not only oversees the Bank’s operations and risk management, but also helps design and execute the strategic direction of the organization while fostering an inclusive and empowering environment where employees can do their best work.

Sarah Devany, First Vice President and Chief Operating Officer

Sarah has more than 25 years of experience in operations, strategic planning, and executive leadership. Before joining the San Francisco Fed, she served as president of TIAA Kaspick where she was responsible for developing and overseeing the execution of the firm’s strategy. She became president of TIAA Kaspick after serving as chief operating officer for nine years. Before joining TIAA Kaspick, Sarah led service and operations organizations and managed a number of large infrastructure projects and firmwide initiatives for Charles Schwab & Co., Inc.

Sarah holds a bachelor’s degree in English from the University of California, Berkeley.

Sarah Devany

Ian Galloway is regional executive of the Portland Branch of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). In this role, Mr. Galloway engages with members of the business and banking sectors, as well as with community and government leaders throughout the state of Oregon. He represents the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in the region and oversees the work of the Portland Board of Directors and its contribution to monetary policy making.

Mr. Galloway joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 2007. Since then he has worked in several roles to advance the Bank’s commitment to a healthy and sustainable economy, with a particular focus on financial inclusion for low- and moderate-income communities and communities of color. Most recently, Mr. Galloway served as the Bank’s regional field manager for the state of Oregon and led the Bank’s community development finance team.

Mr. Galloway received a master’s degree in public policy from the University of Chicago and a bachelor’s degree in philosophy and political science from [Colgate University](/org/colgate-university).



Ian Galloway

David M. Porter, Jr. is the executive vice president of Strategy, People + Culture at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). As a member of the senior executive team, his focus is on evolving and integrating the strategy, people, and risk functions to increase effectiveness and bring innovation to public service.

Prior to joining the Bank in 2021, Dr. Porter served as chief diversity, equity, and inclusion officer at [UC Berkeley](/org/uc-berkeley), Haas School of Business. A devoted public servant and accomplished scholar, he’s also served as chief executive officer for the Walter Katz Foundation, a non-profit organization serving as a catalyst for increasing workforce and supplier diversity. In addition, Dr. Porter was the director of graduate programs at [Howard University](/org/howard-university)’s School of Business and spent 8 years at UCLA where he was a professor in human resources and organizational behavior and a faculty director in executive education.

Dr. Porter is a graduate of [Harvard University](/org/harvard), where he received a PhD in organizational behavior and an MA in sociology. He also holds a BS and MS in industrial engineering and an MA in sociology from [Stanford University](/org/stanford).



David M. Porter

Philip B. Johnson is senior vice president of the Operations and Safety Group at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco), responsible for the District’s Police Services, Cash Operations, Facilities Management, Business Continuity, and Workplace Services functions.

Mr. Johnson serves on the Bank’s Executive Leadership Team and provides strategic leadership and oversight to the District’s currency and coin operations in San Francisco and Los Angeles, CA; Seattle, WA; Salt Lake City, UT; and Phoenix, AZ. Further, Mr. Johnson represents the Bank on numerous national workgroups shaping the future of currency management and operational innovation.

Mr. Johnson joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 1999 at the Los Angeles Branch and has contributed to the organization in various managerial roles in District Cash, Facilities and Planning, and the National Cash Product Office. In 2013 Mr. Johnson relocated to the San Francisco head office to become Vice President of District Administrative Services and Facilities Management. He was then promoted to Senior Vice President and Chief Financial Officer for the Twelfth District to lead Strategy & Risk, Finance & Procurement and Statistics & Reserves.

Prior to joining the [Federal Reserve](/org/federal-reserve-system), Mr. Johnson managed two of his own businesses and has over 25 years of experience in the retail field. He holds an MBA from [Pepperdine University](/org/pepperdine-university) and both a Bachelor of Science degree in aerospace science and a Bachelor of Arts degree in business administration from Westminster College of Salt Lake City.

Outside of work, Mr. Johnson’s family is the focus of his life. He also surfs whenever he can and enjoys volunteering at the Marine Mammal Center in Sausalito, CA.



Philip B. Johnson

Deborah M. Awai is the chief financial officer with responsibility for Finance and Data Insights + Analytics at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). As CFO, Ms. Awai directs the development of the District budget and oversees all significant financial considerations including dividends, financial statements, and COSO compliance. As senior vice president of Finance and Data Insights + Analytics, Ms. Awai oversees multiple business groups including procurement, supplier diversity, data collection and analytics, Regulation D compliance, as well as national banking reserve processing and policy support. In addition, she serves as the senior outreach officer for the Los Angeles zone and is a member of the Bank’s Executive Leadership Team.

Previously, Ms. Awai served as the Senior Vice President for Operations at the Bank. In this capacity, she provided strategic leadership and oversight to the District’s five offices that provide currency and coin processing operations to the western United States. Ms. Awai was also responsible for the Reserve Bank’s Facilities and Workplace Services groups.

Prior to joining the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 1999, Ms. Awai served as senior counsel in the Legal Division of the Federal Reserve Board, Washington, D.C., specializing in bank mergers and acquisitions and other banking supervision and regulation matters. Ms. Awai also worked in private practice representing financial institutions and as an attorney with the Office of the Comptroller of the Currency, a division of the Treasury Department.

Ms. Awai earned bachelor of arts with distinction and juris doctor degrees from the [University of Virginia](/org/university-of-virginia) in Charlottesville.



Deborah M. Awai

Stephen DeLay is Regional Executive for the head office of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). Mr. DeLay is responsible for fostering connections with businesses and banking leaders in Northern California, Northern Nevada, and Hawaii to further the public’s understanding of the work of the [Federal Reserve](/org/federal-reserve-system). In this capacity, he oversees the Business and Regional outreach support team.

Mr. DeLay began his career at the [Federal Reserve](/org/federal-reserve-system) Bank in 1994. He has held a number of leadership roles within Financial Institutions Supervision & Credit, including serving as director with responsibility for leading the Consumer Compliance Supervision function. He also served as a senior manager with responsibility for consumer compliance, CRA and fair lending examinations, and as a senior manager over the Quality Assurance and Business Process Improvement functions.

Mr. DeLay holds a bachelor’s degree in economics from the State University of New York at Albany and is a graduate of the Pacific Coast Banking School.

Stephen DeLay

Azher Abbasi is executive vice president of the Supervision + Credit (S+C) group at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). In this capacity, he oversees bank supervision and regulation for bank holding companies, state member banks, and foreign banking organizations throughout the Twelfth [Federal Reserve](/org/federal-reserve-system) District, as well as the provision of liquidity to the payment system by extending credit through the [Federal Reserve](/org/federal-reserve-system)’s discount window. He is a member of the Bank’s Executive Leadership Team.

Mr. Abbasi joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 2015 as the Audit Group’s vice president and general auditor and was promoted to senior vice president in 2016. In this role, he provided executive and strategic leadership to the Audit function and Bank management. Prior to joining the Bank, he held leadership positions at Symantec, [KPMG](/org/kpmg), and GoodGuys. His professional experience ranges from implementing and streamlining risk management frameworks to transforming teams to maximize productivity levels through proactive development and management.

Mr. Abbasi earned a bachelor’s degree in computer information systems from the [University of Phoenix](/org/university-of-phoenix-inc) and has expertise in project management, IT risk management, and information security.

Dawn D. Hennings is the Group Vice President for Police Services at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). In this capacity, Ms. Hennings provides strategic leadership and oversight for law enforcement and business continuity in the district’s six offices. She is also the Phoenix Processing Center regional executive and a member of the Bank’s Management Committee.

Ms. Hennings joined the Los Angeles Branch of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 1991. In her career with the Bank, she has held a variety of management roles within facilities and cash functions in the Los Angeles, Phoenix, and San Francisco offices. Prior to joining the Federal Reserve Bank, Ms. Hennings worked for Lockheed Aeronautics in facilities planning.

Ms. Hennings holds a Bachelor of Science degree in interior design from Northern Arizona University. She currently serves on the board of the Arizona Council on Economic Education.

Adrian Rodriguez oversees the development and execution of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco)’s Communications and Experience Group. In this capacity, he provides strategic leadership and direction for the Bank’s communications and overall brand including public relations, employee communications, reputation management, and social and digital communications.

Prior to joining the Bank in 2013, Mr. Rodriguez served as the chief communications officer at [MetLife](/org/metlife), where he directed the company’s global communications strategy and served as primary communications counsel to executive management. His career spans over 30 years of broad strategic communications and management experience in the financial services sector.

Mr. Rodriguez holds a bachelor of science degree in public relations and organizational communications from California State Polytechnic University, Pomona.

Becky B. Potts is Regional Executive of the Salt Lake City Branch of the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco).  Becky B. Potts Becky B. Potts, Regional Executive, Salt Lake City In her role as Regional Executive, Ms. Potts is responsible for working with members of the business and banking sectors across Utah and Idaho as part of the Bank’s commitment to understanding and engaging with the communities it serves. She provides leadership and guidance to the branch, while representing the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in the region and overseeing the work of the Salt Lake City Board of Directors.  

Ms. Potts joined the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco) in 2019. Prior to joining the Bank, Ms. Potts served as a vice president for Sorenson Media, where she was responsible for all customer relationships for national television broadcasters and as Frontier Communication’s regional President and Chief Customer Officer. Ms. Potts also previously served in various executive capacities in several corporations, including [AT&T](/org/att) and Xerox Corporation.  Ms. Potts received a bachelor of arts in journalism and speech communications from the [University of Southern California](/org/university-of-southern-california).

Becky B. Potts

Brian Weaver leads the Cash Product Office (CPO) National Operations, Business Resilience and Risk Management programs within the FedCash Business Operations group. During events that impact the provision of Cash Services, Brian serves as the event manager, coordinating national response and helping to bring cash industry partners together to foster effective communications and speedy recovery. Working with internal and external stakeholders, he guides currency and coin distribution, which includes offsite arrangements throughout the country that facilitate storage and distribution during normal business and in times of stress.

Prior to joining the CPO in 2016, Brian was as assistant vice president within the Customer Relations and Support Office of the [Federal Reserve](/org/federal-reserve-system) Bank of Chicago, where he was responsible for setting product strategy for the suite of FedLine electronic access services, which enable financial institutions to conduct daily business with the [Federal Reserve](/org/federal-reserve-system). During his 26-year tenure with the [Federal Reserve](/org/federal-reserve-system), he has also held leadership roles in the bank’s National Marketing, National Sales, Payments Product Development, and Currency Processing divisions.

Brian holds a bachelor’s degree in economics from [Claremont McKenna College](/org/cmc), and an MBA from the Foster School of Business at the [University of Washington](/org/university-of-washington). Brian is an Eagle Scout and currently serves on the Executive Board of Golden Gate Area Council of the [Boy Scouts of America](/org/boy-scouts-of-america).

Laura Choi is the senior vice president of Public Engagement at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). In this role, she provides overall strategic direction and leadership for the Community Development, Government and Civic Relations, and Regional Business Engagement teams. She also oversees the Office of the Secretary.

Laura’s previous roles at the San Francisco Fed include vice president of Community Development, Community Development research manager, co-editor of the Community Development Innovation Review, and regional manager for Hawaii. Her research has explored issues related to the practice of cross-sector community development, spanning topics such as healthy communities and financial well-being. She also edited What It’s Worth: Strengthening the Financial Future of Families, Communities, and the Nation, a book jointly published by the SF Fed and Prosperity Now. Prior to joining the SF Fed in 2008, she worked in affordable housing development and management consulting.

Laura serves on the board of the National Coalition for Asian Pacific American Community Development. She holds a BA in Economics and a Master of Public Policy degree, both from the University of California, Berkeley.

Sarah Fordney is the vice president of Communications + Experience at the [Federal Reserve Bank of San Francisco](/org/federal-reserve-bank-of-san-francisco). In this role, Sarah leads a team that is dedicated to telling the story of the Bank’s work, unleashing the power of its brand, and bringing its strategy to life in meaningful, memorable, and relatable ways. She oversees the SF Fed’s Brand + Content Strategy, Brand Management + Creative, Digital Marketing Channels, Executive Communications, and Employee Communications + Experience teams.

Sarah joined the Bank in 2017 and previously served in marketing and communications roles in the financial services industry and in the government. She was the head of marketing and communications for the Commercial Banking Group at [Bank of the West](/org/bank-of-the-west), a subsidiary of [BNP Paribas](/org/bnp-paribas), and in multiple marketing and communications positions at [Goldman Sachs](/org/goldman-sachs), including serving as director of Executive and Internal Communications for the firm’s Investment Management Division. Prior to that, Sarah spent more than seven years in government roles, working in the United States Department of Treasury, on the 1992 Clinton Gore Presidential campaign, and on Capitol Hill for the chairman of the Senate Banking Committee.
