Stuart has spent the last ten years working on the prequalification, bidding and delivery of infrastructure assets under the alternative financing and procurement (AFP) and public-private partnership (P3) models. During this time, he has been a part of facilities management, design-build and equity/developer teams, giving him insight into the type of comprehensive coordination that successful AFP/P3 bids require.
Stuart brings extensive experience in healthcare, transportation, institutional and mission critical sectors at the municipal/civic, regional and federal levels.
