Nichelle Johnson Billips is FHI 360’s deputy general counsel, supporting the organization’s legal and corporate administration. She joined FHI 360 with nearly 20 years of experience in the public and private sectors.
Immediately prior to joining FHI 360, Nichelle was a fellow with the White House Leadership Development Program, working in the Office of Management and Budget. Nichelle did most of her federal service at the U.S. Agency for International Development (USAID), where she advised agency leaders and program staff on programs in USAID’s Bureau for Global Health, including HIV/AIDS, maternal and child health and nutrition, and COVID-19 response. Nichelle also supported USAID’s education, climate change and gender inclusion programs.
Nichelle began her career at an international law firm in Washington, D.C., where her practice focused on public and project finance, including capital improvements and renewable energy. Nichelle received her Bachelor of Arts in anthropology and in international studies from Yale University. She received her Juris Doctor and Master of Laws in international and comparative law from Duke University.
