Penny Salmon is an experienced business change analyst currently working at Fire and Emergency New Zealand since October 2022. With a strong background in planning and governance, Penny previously held roles as a Senior Planning Advisor at the Department of the Prime Minister and Cabinet, and as a Senior Governance Advisor at the Ministry of Justice. Additional experience includes serving as a Research Contracts and Bidding Advisor at GNS Science, and working as an independent contractor before returning to Fire and Emergency NZ. Notable contributions include leading a digital skills initiative for Māori, Pacific, and disabled peoples SMEs at Te Tari Taiwhenua DIA, and serving as a contractor in research and performance at New Zealand Customs Service. Penny holds a Master of Science in Medicine (Community Health) from Memorial University and a Bachelor of Arts in Psychology from Massey University.
