Colleen Pagter is an accomplished public policy professional with extensive experience in legislative advocacy and policy analysis. Currently serving as the Director of Public Policy at First Place for Youth since December 2022, Colleen previously held various roles at the Los Angeles Unified School District, including Coordinator of Legislative Advocacy and Legislative Liaison, where responsibilities included tracking legislation, advocating for educational funding and policies, and leading initiatives to improve early education access. Prior experience includes positions at the Los Angeles County Registrar-Recorder/County Clerk, Planned Parenthood of Orange and San Bernardino Counties, and the New York City Council, where Colleen focused on legislative analysis, public outreach, and program coordination. Colleen holds a Master of Public Administration from New York University and a Bachelor of Arts in Political Science from UCLA.
