Dianne Russell-Carter

Dianne Russell-Carter has been with the Foothill Workforce Development Board since September 1993, serving in various roles including Executive Director, Interim Executive Director, and Operations Manager. Previously, Dianne held the position of Operations Manager at Foothill WIB. Dianne holds a Bachelor of Arts in Communications from Kent State University and is an alumnus of Libbey High School.
