Project Manager 2 – Integrated Database Data Governance (Remote)

The Project Manager will be responsible for serving as the primary contact and managing all data governance related to Rhode Island Medicaid data sharing and the Rhode Island Data Ecosystem – an integrated database that links information across various Rhode Island state agencies and partner organizations. Originally established as an internal state resource, the RI Data Ecosystem has matured into a one-of-a-kind, vital asset for state and non-state partners. Data from the RI Ecosystem is used by government officials, researchers, healthcare providers, health insurers, and others to identify trends across populations and time and examine priority research areas such as economic opportunity, opioid use, homelessness, healthcare access and outcomes, and education. 

  

The Project Manager is responsible for meeting with individuals and organizations who are interested in leveraging RI Medicaid and/or Ecosystem data for their analyses, guiding these prospective customers as they consider which data elements they need, helping to complete the application and necessary paperwork to allow for data sharing, meeting with legal teams as necessary, tracking requests, and contributing to the organization, operation, and growth of the RI Ecosystem. The Project Manager will also be responsible for supporting new Ecosystem program enhancements and serving as a liaison between the Ecosystem and state and national stakeholders. 

The Project Manager is supervised by a Senior Consultant or more senior member of the FHC team. 

  

  • Lead all scoping and data governance meetings and ensure all project documentation is up to date and available in shared documentation repositories. Keep meetings on track and focused.

  • Arrange meetings, prepare agendas, compile action items, provide meeting summaries, report on completion of action items.

  • Manage and track prospective data requests.

  • Manage all data governance related to sharing RI Medicaid identified and de-identified data.

  • Serve as the single point of contact for all Ecosystem-related questions and communications. Coordinate communication among project leadership and team members when appropriate.

  • As appropriate, ensure that project deliverables are properly scoped, documented, and vetted with the Data Science, the Policy & Program team members and the Project Director during the planning stage.

  • Prepare client-ready drafts of documents for team members’ review; incorporate edits to create well formatted, final versions. Present materials for internal and external audiences, including Rhode Island state agency directors and leadership, partner organizations, and other interested parties.

  • Provide additional support to the Director of Analytics and Lead Data Analyst as needs arise.

  • Formulate project approach, develop action plans, design tasks, propose task assignments for team members, assign with Project Director

  • Lead development and ongoing use of business requirements documents, product backlog, issue tracker

  • Deploy agile and scrum methodology when appropriate to support ongoing project efforts.

  • Anticipate project risks; design approach to avert known trouble spots

  • Identify and redirect when project may be fulfilling tasks but not achieving overall goals

  • Strategize and make recommendations on process improvement, key partnerships, and aligning the RI Ecosystem with Rhode Island’s analytic priorities.

  • Actively manage project budgets, staffing assignments and contract timelines, as requested.

  • Report on progress to project director on an agreed upon schedule.

  • Conform to policies and procedures in FHC Employee Handbook

  • Participate in internal FHC development and knowledge gathering activities.

  • Identify opportunities to maximize existing contract revenue and appropriately grow project scope

  • Identify appropriate opportunities to meet client needs every month to realize potential revenue

  • Contribute to RFPs and other bid proposals as appropriate.

  • Perform research and literature reviews; translate results into clear, concise findings to support project work

  • Respond to clients in timely and appropriate fashion

  • Support and develop FHC internal data governance design and implementation.

  • Excellent time management skills. Ability to self-regulate and prioritize tasks appropriately

  • Strong interpersonal skills, confident speaking style

  • Meeting facilitation skills, including ability to clarify complex ideas and broker consensus among disparate stakeholders

  • Able to provide excellent written communication skills in varied formats (e.g., long-form white papers, brief meeting summaries/action items, and concise, audience-appropriate slide decks)

  • Able to proficiently use MS Office Suite, including Excel; MS Project desired

  • Familiarity with one or more cloud-based project management tools (Asana, MS Project, Jira, etc.)

  • Able to assume responsibility for tasks and executes on agreed upon timeline with responses that meet requirements (i.e., does not require repeated reminders, written materials/spreadsheets are error-free)

  • Able to delegate work and oversee others’ deliverables production

  • Able to conceptualize and outline documents for deliverables.

  • Able to apply critical thinking skills when creating or reviewing materials:  completeness, appropriateness of content and interpretation

  • Able to write highly professional emails, short memos, program descriptions, project narratives and to competently assess others’ writing, including tone, content, accuracy, data explanations and form.

  • Able to develop Gantt charts, project timelines, and budgets

  • Knowledge of project management tools acquired in work settings

  • Knowledge of, or interest in, multi-payer databases, public healthcare payers, claims processing and/or claims data analytics

  • Knowledge of US health care policy, trends and factors

  • Knowledge of state government role in health care

  • 5+ years of experience managing complex projects, preferably related to health policy, health care reform, analytic data projects and/or health data strategy

  • Bachelor’s degree

  • Master’s degree in related field or current PMP®, Agile, Disciplined Agile certification

  • Prolonged periods sitting at a desk and working on a computer
