Canada’s High Commissioner-designate To The Republic Of Singapore

Paul Thoppil currently serves as Canada’s Indo-Pacific Trade Representative at Global Affairs Canada since September 2023. Previously, Thoppil held the role of Assistant Deputy Minister for Asia-Pacific at Global Affairs Canada from July 2019 to January 2023 and served as Chief Financial Officer at Aboriginal Affairs and Northern Development Canada from November 2014 to June 2019, managing a $8.5 billion budget and overseeing a sector of approximately 450 employees. Additional experience includes serving as Minister (Commercial) & Senior Trade Commissioner at the Embassy of Canada to Japan, Director General at Foreign Affairs and International Trade Canada, and Vice-President Risk and Financial Services & CFO at the Canadian Commercial Corporation. Thoppil began his career as a Senior Policy Analyst at the Treasury Board of Canada. Educational qualifications include a Chartered Accountant designation from the Canadian Institute of Chartered Accountants and a Bachelor of Commerce degree in Accounting from the University of Ottawa.
