Brian To

Brian To is an experienced project engineer currently serving as Project Engineer II in Capital Projects Management at Golden State Water Company, where responsibilities include overseeing construction of capital and new business water projects in the Central Basin East water systems. Prior to this role, Brian held positions as Project Engineer and Design Engineer at SPEC Services, focusing on high-profile construction engineering projects and developing technical diagrams.
