Add gatekeeper role for all files, folders, platforms and docs (Notion, G drive, contracts, agreements, packages)

My thoughts: Project Mgmt is a tough role - history shows no one really cares if someone pushes them to complete a task. Each project manager should be accountable for ensuring they meet deadlines.
