Jill Moffitt

Title IX Coordinator & EEO Director Services at Grand River Solutions

Dr. Jill Moffitt joins Grand River Solutions, Inc. as a Senior Solutions Specialist with more than 20 years of experience in higher education and the distinction of the longest serving Title IX Coordinator in the University of North Carolina System. During her 13-year tenure at UNC Asheville, where she served in several capacities in the Division of Student Affairs as Associate Vice Chancellor of Student Life, Dr. Moffitt successfully resolved more than 500 sexual misconduct cases with a recidivism rate of just 2%, investigated issues of sexual misconduct on behalf of schools located in the region and throughout Western North Carolina, and modernized the protocols and procedures of the Title IX Office, where she was responsible for all policy development, enforcement, implementation, education, investigations, hearings, restorative justice resolutions, and outcomes related to Title IX issues that impacted faculty, staff, and students at UNC Asheville. She also worked closely with the UNC System office as a member of the Title IX Advisory Board and a member of the Protection of Minors on Campus Committee.

Dr. Moffitt has presented on various topics and intersections of Title IX and Higher Education including Gender Identity and Gender Diverse Considerations, Athletics, Fraternity and Sorority Life, Kink, Fetish and Title IX, Sexual Dynamics of the LGBTQIA Community, Sexual Dynamics of Communities of Color, Risk Prevention, Bystander Intervention and Faculty/Staff Considerations and Requirements.

She received her Bachelor’s Degree from New Mexico State University, her Master’s degree from Ball State University, and her Doctorate from the University of Vermont.
