Kim Garland has a diverse work experience spanning over several companies. Kim has held various positions and responsibilities throughout their career.

Kim Garland started their career at Domino's in 1994, where they worked as an Accountant. In this role, they assisted in restructuring the local Ann Arbor distribution center accounting functions. Their responsibilities included overseeing accounts payable, inventory pricing and costing, accounts receivable, collections, payroll functions, and financial transactions.

In 1999, Kim joined Deloitte as a Senior Consultant. Over the years, they progressed to the role of Senior Manager, gaining experience in computer-related audit engagements. Kim performed business cycle and general computer control reviews for local healthcare providers and payers. Kim also contributed to developing a HIPPA assessment methodology in collaboration with Deloitte Consulting.

After leaving Deloitte, Kim worked at the City of Chelsea starting in 2006. Initially hired as an Administrative Director, they later took on the additional responsibilities of Treasurer. In this role, they oversaw financial and administrative functions, including utility billing, accounts payable, information technology, tax and treasury, fixed asset management, investments, risk management, payroll, and human resources.

In 2017, Kim joined the Great Lakes Water Authority (GLWA) as a Management Professional. Kim was accountable for leading the billing team and overseeing revenue accounting. Kim supported the accounting and reporting process for the organization's multi-billion dollar revenue bond and State Revolving Fund loan debt. Kim also introduced process improvements for financial reporting to the GLWA Audit Committee and Board of Directors. Kim was later promoted to the role of Director - Financial Services Chief of Staff, taking on additional responsibilities to support the Chief Financial Officer and the Financial Services Area.

Throughout their career, Kim Garland has demonstrated expertise in financial management, accounting, auditing, and process improvement. Kim has successfully contributed to organizations in both the public and private sectors.

Kim Garland attended Michigan State University from 1989 to 1994, where they obtained a Bachelor of Arts - BA degree in Accounting. Kim later pursued further education at Eastern Michigan University from 1996 to 1999, earning a Master of Science - MS degree in Accounting. In terms of certifications, Kim obtained the Certified Information Systems Auditor (CISA) certification from ISACA in August 1999. Kim also became a Certified Information Systems Security Professional (CISSP) through (ISC)² in May 2002. Furthermore, they acquired the Certified Public Accountant certification from the Michigan State Board of Accountancy in April 2003. Lastly, Kim obtained the Chartered Global Management Accountant certification from AICPA in February 2012.
