Belinda Ray

Belinda Ray is the Director of Strategic Partnerships at the Greater Portland Council of Governments since 2022, responsible for raising revenues, aligning regional projects with grant programs, and coordinating with various stakeholders. Previously, Belinda served as a City Councilor for District One in Portland, Maine from December 2015 to December 2021, and as Chief Operating Officer at O'Brien Wood & Iron LLC from August 2016 to November 2021. Additional experience includes freelance writing, teaching, and editing from July 1996 to January 2019, as well as serving as Business Manager at North By East Building Company with a focus on human resources and financial management from June 2013 to July 2016. Belinda holds a Bachelor of Arts degree in Secondary English Education from the University of Maine, earned between 1988 and 1992.
