Paul MacGregor

Managing Director at Green Harbor Energy

Dr. MacGregor serves as Managing Director for Green Harbor Energy, where he leads the firm. He has over 25 years experience in leading new market and technology developments in the areas of clean energy markets, energy management, distributed energy, energy trading and risk management and electric power systems. Dr. MacGregor has been instrumental in the development of Energy Efficiency Certificate (EEC) markets in the United States, where he initiated the first EEC transaction in the US, has provided expert testimony to numerous state commissions, helped create national certification standards, and has overseen the transaction of over 10 billion kWhs of EECs. He was recently named a Platt’s Global Energy Award Finalist (Rising Star) for his achievements in developing the markets for energy efficiency.

Prior to Green Harbor Energy, Dr. MacGregor founded the Clean Energy Markets Division of Nexant and served as their Senior Vice President, where he led the Division to become the leader in EECs and the largest private marketer of renewable energy.

Dr. MacGregor has led numerous developments and managed operations for several premier firms including, General Electric (GE), Electronic Data Systems (EDS), and Siemens PTI. At GE, where he began his career, he provided analysis for turbine manufacturing, marketing and sales and instructed a master’s level course in machinery.

Dr. MacGregor has served on the Board of Directors for the Center for Resource Solutions’ Green-e Governance Board. He has authored over 40 technical papers in four languages in the areas of mathematical modeling and optimization of energy systems. Dr. MacGregor holds two US patents on the application of neural network algorithms to the calculation of building energy utilization. He has been recognized in his profession by being named as one of three finalists of the Eta Kappa Nu Outstanding Young Electrical Engineer Award and by his alma mater by being elected to the Georgia Tech Council of Outstanding Young Engineering Alumni.
