Sergio Massimiliano Sambri

Sergio Massimiliano Sambri is a member of the Advisory Committee. He has in-depth and specific expertise, developed in the course of his ten-year cooperation with Prof. Giuseppe Minieri, in the sector of administrative law, in particular regarding public procurements ( work, supplies, services), privatizations, and structured finance (for the construction of public works), energy law and all sectors subject to regulations, such as the banking and insurance sector, as well as the environment and urban planning sector. With reference to project financing, Mr. Sambri advises both financial institutions and industrial companies in the elaboration of proposals and/or initiatives for the creation of infrastructures, both in the energy and public works sectors and at all stages of the relevant projects.

More specifically, he provides assistance in the drafting of proposals, tender offers for the selection of licensees, preparing documents granting authorization for construction and management, the structuring of loan agreements and related security packages, and drafting and/or analysis of commercial contracts related to the specific transactions (EPC, O&M, supply agreements, etc.). With reference to administrative law, Mr. Sambri provides assistance to private and public entities across all aspects related to tender procedures awarding works, supplies, or services.

Furthermore, he assists public administration offices in developing transactions by means of urban transformation companies at all stages of such transactions; he advises operators in the course of all phases related to the decontamination of polluted sites, and also, of course, in relation to all aspects concerning regulatory compliance in matters of environmental protection, urban law and, more generally, public law. He has broad experience in implementing procedures of public works, as well as public tenders for the supply of goods and services. Within this framework, he represents clients before the Regional Administrative Court (TAR) and the State Council (Consiglio di Stato) in the context of litigation matters.
