Jeffrey Layne

Jeffrey Layne has been with HRSD since February 2006, holding various titles such as Chief of Design and Construction for the North Shore, Project Manager, and Plant Manager. Prior to joining HRSD, Jeffrey worked at the City of Virginia Beach Department of Public Utilities as a Project Manager. Before that, Jeffrey was a Project Manager at Buck Seifert & Jost, Inc. and started their career as a Mechanical Engineer at Norfolk Naval Shipyard. Jeffrey earned a Bachelor's Degree in Mechanical Engineering from Virginia Tech in 1992 and a Master's Degree in Environmental Engineering from Old Dominion University in 1997.
