Shirley Smith is a seasoned civil engineer with extensive experience in project management, design, and construction within the water and wastewater sectors. Currently serving as a Project Manager at HRSD, Shirley oversees capital improvement and operating budget projects while coordinating with various jurisdictions and managing procurement processes. Previously, as an Assistant Engineer II at Hazen and Sawyer, Shirley contributed to the development of risk assessment models, conducted field assessments, and prepared technical memoranda for sewer pump station replacements. As a Civil Engineer III at Black & Veatch, responsibilities included hydraulic modeling, designing water treatment plant components, and overseeing construction administration. Shirley's career began as a Planning & Analysis Intern at HRSD and includes foundational experience in customer service and team training gained at Uptown Buffet. Shirley holds a Bachelor of Science in Civil Engineering from Old Dominion University.
