Barry Foster

Barry Foster has a wealth of experience in community and economic development work. From 1987 to 1990, they worked as an Assistant to the City Administrator and Project Manager for the City of North Mankato, Minnesota. Barry then worked as a Management Assistant for the City of Lenexa, Kansas from 1990 to 1991. From 1991 to 1997, they worked for the City of Monrovia, California as a Project Manager, Assistant to the City Manager, and Senior Management Analyst. Barry then moved on to become the Economic Development Director for the City of Rancho Mirage, California from 1997 to 2005. Their next role was as the Community & Economic Development Director for the City of Moreno Valley, California from 2005 to 2013. Most recently, they worked as a Managing Principal for Sycamore Development Consulting in 2013, and then went on to become the Principal and Managing Director for HdL Companies in 2014.

Barry Foster has a Masters in Public Administration from The University of Kansas, and a Bachelor of Science degree in Urban & Regional Studies, with minors in Political Science & Geography, from Minnesota State University, Mankato. No additional certifications are listed.
