Johnna Baker, Esq., serves as general counsel for Health Partners Plans (HPP). She is responsible for the company’s legal affairs division. In this role, Ms. Baker provides legal counsel and advice to the chief executive officer, the executive leadership team, senior management, staff and all divisions of the company across all lines of business.
A veteran of the health care industry, Ms. Baker joined HPP in June 1998 as the company’s first chief counsel, building a comprehensive legal department based on her prior experience in the managed care and commercial plan settings, health care operations and government programs. Ms. Baker has a proven track record in successfully resolving legal and business matters, which is facilitated by her in-depth knowledge of regulatory requirements for operational functions, plan and program implementation, risk identification and management of corporate matters.
As general counsel, Ms. Baker oversees and directs the areas within HPP’s Legal Affairs Division, which include the Law, Subrogation, Internal Audit, Enterprise Risk Management, and Complaints and Grievances units. Her responsibilities include contracting, business transactions, litigation, intellectual property, investigations, law interpretation, risk assessment and mitigation. In addition, Ms. Baker is responsible for the management of legal communications and setting legal priorities, as well as assisting in the development of strategic plans and alignment of initiatives with organizational objectives.
Before joining HPP, Ms. Baker worked in various legal leadership roles in the health insurance industry and as a judicial law clerk.
