Donald H. Horner, Jr. has a diverse and extensive work experience spanning several companies and organizations. Starting from 1994, they attended the U.S. Army Command and General Staff College as a graduate student. Donald H. then served in various roles within the U.S. Army from 1995 to 2000, including Battalion Commander and Brigade Operations Officer.

Following their military service, Horner worked at The Pennsylvania State University as an Associate Professor and Director of the Engineering Leadership Development Program. From 2005 to 2009, they became a Professor of Professional Programs at the University of Maryland.
