Elliot Shaw serves as the Chief Customer and Strategy Officer for National Highways, overseeing the customer proposition, strategic development for the Strategic Road Network, organizational transformation, and external communications. Prior to this role, Elliot held significant positions including Executive Director of Strategy and Planning at Highways England, where leadership included formulating long-term strategy and business plans for a £5bn infrastructure operation. Elliot's earlier experience includes leading the MoJ Transformation programme for the Ministry of Justice and roles at the Department for Transport, where Elliot was instrumental in developing the first Road Investment Strategy. At Accenture, Elliot managed various transformation projects across sectors, and also led capability reviews for government departments at the Cabinet Office. Elliot holds an MPA from Harvard University and has furthered education at institutions such as the University of Cambridge and the University of Oxford.
