Carlisle "Bix" Rathburn, Ph.D. has extensive work experience in various leadership roles. Carlisle "Bix" started their career in 1995 as the President of Galveston College and held this position until 2000. From 2000 to 2008, they served as the President/CEO of Savannah Technical College. In 2008, they joined Texas A&M University - Texarkana as the President/CEO, a role they held until 2013. From 2014 to 2015, they were the President CEO of Galveston County Economic Alliance. In 2015, they became the Director of Economic Development at GALVESTON COUNTY until 2017. From 2012 to 2018, they served as the President of RPC Planning and Consulting. In 2018, they became the Senior Vice President at Moody National Bank and later joined Hilltop Securities Inc. as the Director of Investment Banking.

Carlisle "Bix" Rathburn, Ph.D. obtained their Bachelor's degree in Biology, Chemistry, and Math from Huntingdon College in an undisclosed year prior to 1979. Afterward, they attended Gulf Coast State College from 1975 to 1977, where they earned an Associate of Arts (A.A.) in Biology and Chemistry. Rathburn then furthered their education at the University of Florida from 1979 to 1982, ultimately receiving their Doctor of Philosophy (Ph.D.) in Higher Education/Higher Education Administration.
