With over three decades of experience, Fred has played a crucial role in overseeing program execution and quality at HISPA, as well as leading research projects at Educational Testing Service. Fred holds a Bachelor of Science in Educational Evaluation and Research from Bucknell University, a Bachelor's degree in Educational Research from Bucknell University, and a Masters in Business Administration from Rider University.
