Joe Pendlebury

Joe Pendlebury is a seasoned construction adjudicator and director at HKA since December 2020, with extensive experience in construction cost management. Currently serving as treasurer for OACQS/CACQS since 2013, Joe previously led Pendlebury Cost Consultants from February 2004 to December 2020 as president, providing expert witness and claims support within the construction industry. Joe’s tenure also includes a role as senior vice president and director at Rider Levett Bucknall from September 2014 to February 2020, where the firm garnered accolades as a leading cost consultant. Additionally, Joe founded Clare Randall Smith Pendlebury Cost Consultants, recognized for its dispute resolution services in Canada. With over 30 years of experience, Joe specializes in issues related to quantum, replacement costs, and damages.
