SUMMARY

Provides clinical expertise, support and guidance in quality assurance for assigned programs related to documentation standards and quality of care.  Under the direction of the Quality and Integration Director works with assigned programs to enhance service delivery, maintain standards of practice, and identify trends for enhancing training practices across the agency.

ESSENTIAL DUTIES AND RESPONSIBILITIES may include the following. Other duties may be assigned.

Conducts proactive documentation reviews, including progress notes, treatment plans, and discharge summaries, ensuring accuracy, compliance, and clinical appropriateness. Provides feedback and recommendations for improvement.

Provides clinical consultation and training to therapists and case managers regarding documentation best practices, medical necessity, and adherence to regulatory and accreditation standards.

Engages in program meetings to present documentation trends, reinforce quality standards, and offer training to improve compliance and enhance clinical outcomes.

Supports the development and implementation of clinical program goals and outcome measures that align with recovery-oriented services, including data collection and analysis as needed.

Assists in tracking performance and quality improvement indicators such as the Performance and Productivity Report (PPMR), the Enhanced Tier Payment System (ETPS), and other key metrics.

Conducts chart reviews and audits to ensure compliance with CARF, ODMHSAS, CCBHC, Medicaid, and Medicare standards, offering corrective action plans when necessary.

Identifies potential service gaps and collaborates with clinical teams to enhance client engagement and reduce administrative discharges.

Educates and supports clinical staff in managing caseloads, ensuring timely documentation, and utilizing available tools for tracking service delivery.

Provides clinical oversight for collaborative/therapeutic documentation practices, ensuring real-time documentation with clients and same-day completion of service records.

Works closely with program leaders to identify training needs, offering education and consultation to enhance staff competency in documentation and service delivery.

Assists in reviewing clinical records and service documentation to generate quality assurance and improvement reports, identifying trends that inform clinical training and policy development.

Seeks supervisory assistance and professional development opportunities to enhance skills and maintain expertise in clinical documentation and quality assurance best practices.

Ensures strict adherence to HIPAA, CARF, ODMHSAS, CCBHC, and other funding source requirements to maintain client confidentiality and uphold professional ethical standards.

Attends assigned treatment team meetings to ensure quality and training measures

Supports a trauma-informed, recovery-oriented approach to behavioral health service delivery.

Performs other related duties, as assigned.

QUALIFICATIONS

· Strong understanding of clinical documentation standards, medical necessity requirements, and quality assurance in behavioral health settings.

· Ability to analyze clinical documentation for accuracy, completeness, and compliance with CARF, ODMHSAS, CCBHC, PPMR, and ETPS guidelines.

· Excellent verbal and written communication skills, with the ability to train and coach clinical staff on documentation and quality improvement strategies.

· Proficiency in electronic health records (EHRs), data management tools, and reporting systems to monitor clinical quality measures.

· Strong problem-solving skills, with the ability to identify trends, recommend solutions, and implement best practices for service delivery improvement.

· Ability to work independently and collaboratively within interdisciplinary teams to enhance quality, compliance, and service outcomes.

· Experience in data collection, analysis, and reporting to support program evaluation and continuous quality improvement.

· Strong organizational skills and attention to detail to ensure consistent documentation and adherence to quality assurance standards.

EDUCATION and/or EXPERIENCE

· Master’s degree in counseling, social work, psychology, or a related behavioral health field.

· Two (2) or more years of experience providing therapy or clinical services in a behavioral health setting.

· Experience in quality assurance, clinical auditing, compliance monitoring, or training in a behavioral health or CCBHC setting preferred.

· Familiarity with Medicaid/Medicare billing requirements, auditing processes, and documentation standards in behavioral health services.

· Prior experience in clinical supervision, training, or quality improvement initiatives is a plus.

CERTIFICATES, LICENSES, REGISTRATIONS

· Must hold an active Oklahoma license (LPC, LCSW, LMFT, LADC/MH)

· Required to complete Therapeutic Options or an approved safety training and maintain annual updates.

· May be required to obtain and maintain First Aid and CPR Certifications.

· Must possess a valid driver’s license and reliable transportation if required for job duties.

· Passion for improving client outcomes through data-driven decision-making and evidence-based best practices.

HOPE Community Services, Inc. has maintained operation since June of 1980 in south Oklahoma City. We are a non-profit outpatient community mental health center that provides a large array of mental health and addiction services. HOPE is dedicated to support and promote a service environment for individuals and families in need of mental health, co-occurring, and integrated healthcare services. Additionally, HOPE operates numerous housing grant opportunities for individuals and families experiencing homelessness, as we work alongside our community partners to serve the most vulnerable. We are certified through the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS), and we are nationally accredited through the Commission on Accreditation of Rehabilitation Facilities (CARF). We work closely with the Oklahoma Department of Corrections, the Oklahoma Health Care Authority, HUD, The City of Oklahoma City, and the Norman Housing Authority to provide services to our consumers and their families.
