Richard M. Horwood is the Founding Partner of Horwood Marcus & Berk Chartered, a position held since 1983. Prior to this, Richard served as an attorney in the Tax Rulings Division of the Internal Revenue Service National Office from 1965 to 1970. Richard’s educational background includes a Doctor of Law (J.D.) degree from the University of Pennsylvania Carey Law School, an A.B. in Political Science from Colgate University, a Master of Business Administration (MBA) in Financial Management from American University, and a Master of Laws (LLM) in Taxation from The George Washington University Law School.
