Emily is a partner in the corporate and commercial team and specialises in advising the public sector on public law, procurement and subsidy control. Emily has advised public authorities on their powers and duties including advising local authorities on their options for future delivery of non-statutory services and the acquisition of investments. Emily has also advised housing associations on their procurement processes and can provide a complete legal service for all procurement and project requirements. Emily also hosts a forum for ‘heads of’ procurement working within the social housing sector.

Emily heads up the firm's Information Law team, advising public and private bodies on their information law obligations. Emily is often asked to draft data sharing and data processing agreements for clients who need to ensure that data sharing and processing is carried out in a manner compliant with the GDPR and Data Protection Act. She also advises on the drafting of privacy policies, including those for children and young persons.

Emily also advises the public sector on public law, procurement, subsidy control and commercial contracts issues including; Dynamic Purchasing Systems (DPS), OJEU compliant tender processes, substantial amendments under the Public Contract Regulations (PCR) 2015 and Key Performance Indicators (KPI) and service credits in Commercial Contracts.

As a member of our Education sector team, Emily's experience includes advising Cardiff University on the transfer of over 300 staff and 3,000 separate training courses from the University to a newly created body, Health Education and Improvement Wales (HEIW).
