Samer Muscati serves as the Associate Director of Disability Rights at Human Rights Watch since September 2019. Previously, Muscati directed the International Human Rights Program at the University of Toronto Faculty of Law from October 2015 to September 2019, enhancing legal protections for international human rights through advocacy and capacity-building initiatives. Muscati has held various positions at Human Rights Watch since starting as a Researcher/Senior Researcher from January 2009 to December 2015, and has experience as an Assistant Editor/Photographer for a book on Rwandan genocide survivors in 2008. Additional roles include Senior Consultant at Adam Smith International, Legal Officer with the UN Serious Crimes Unit, and Legal Associate at Bingham McCutchen LLP. Muscati's early career featured journalism as a Bureau Chief for the Canadian University Press and a journalist for The Globe and Mail. Academic qualifications include a Master of Laws from The London School of Economics and Political Science, a Doctor of Law from the University of Toronto, and a Bachelor of Arts from Carleton University.
