David Hartmann

David Hartmann is an accomplished engineering professional with over two decades of experience in aviation and civil engineering. Currently serving as Chief Engineer, Aviation at Lochner since September 2000, David has also held prominent positions at Armstrong Consultants, Inc., including Chief Engineer, Vice President, and Director of Engineering, focusing on airport engineering, planning, and grant administration until September 2024. David's military background includes an Engineer Captain role in the US Army and Army Reserve from 1994 to 2006, where responsibilities included serving as a Civil Affairs Team Engineer in Kandahar and various other engineering leadership roles in Afghanistan. Earlier career experience includes working as a Civil Engineer at Banner Associates from 1994 to 2000, with project engagements across several states. David earned a B.S. in Civil Engineering from South Dakota Mines, graduating in 1994.
