Fernando Marcin Balsa

Fernando Marcin Balsa serves as the General Legal Counsel for the Combined Cycle Power Plant Project at China Energy Engineering Group Co. Ltd., providing legal counsel for the Comisión Federal de Electricidad since July 2024. As the founder of Bufete Marcin Balsa, a law firm established in October 2008, Fernando specializes in corporate law, contracts, and real estate while handling various litigation cases. Additionally, Fernando is a partner at Lexor Law Firm, collaborating on commercial insolvency, labor law, and constitutional law matters. With a consistent academic presence, Fernando has taught Roman, Civil, and Comparative Law at Universidad Iberoamericana and Private International Law at Centro de Actualización y Formación Judicial del Supremo Tribunal de Chihuahua since 2010. Previous legal experience includes a role as Legal Manager for PEMEX-TAG Pipelines, participation in the development of the Los Ramones Natural Gas Pipeline, and a litigation paralegal position at Bufete Gaxiola y Gaxiola Jr. Fernando holds a JD from Universidad Iberoamericana and a Magister from the University of Rome Tor Vergata.
