Chief of Party - USAID/Timor-Leste Trade Governance Activity at IBI, Global Insights - Local Solutions

Mark Hamill has a long and varied work experience in the field of customs and trade governance. In 2022, they began working as the Chief of Party for the USAID/Timor-Leste Trade Governance Activity with IBI - International Business Initiatives. From 2016 to 2022, they worked with IBI, Global Insights - Local Solutions as the Chief of Party for the USAID/Timor-Leste Customs Reform Project, and as the Deputy Chief of Party for the Customs Reform Project (CRP). Theirroles included developing relevant work plans, overseeing and monitoring project budgets, managing project teams, developing legal frameworks, and more. From 2014 to 2016, they worked with Chemonics International as the Senior Customs Consultant for the ATAR Project, where they were responsible for work place mentoring, capacity building, and developing risk management and intelligence-driven enforcement controls. In 2010, they worked with Chemonics International as a Customs Consultant for the TAFA Project. From 2009 to 2010, they worked with Customs Tax Consultancy (CTC) as a Border Operations Consultant, where they were responsible for modernization and sustainable reform of cross-border operations. From 2000 to 2009, they worked with HM Revenue & Customs (United Kingdom) as a Criminal Investigation Officer, and from 1999 to 2000, they worked with HM Customs & Excise (United Kingdom) as an Anti-Smuggling (Prevention) Officer. Finally, from 1997 to 1999, they worked with HM Customs & Excise as a Mobile Enforcement (Prevention & Anti-Smuggling) Team.

Mark Hamill attended the University of Cumbria from 2015 to 2016, where they obtained a Master of Business Administration (M.B.A.) with a focus on Leadership and Sustainability.
