Colby Ferland

Colby Ferland is the Founder and Chief Executive Officer of DICE International LLC, an organization focused on facilitating the international growth of small and medium enterprises in new technologies related to national security and public safety. In addition to this role, Colby has served as the Offsets Project Manager at ICEYE since September 2021, where responsibilities include planning and managing industrial cooperation projects. Colby has also contributed as a Senior Fellow at the Project 2049 Institute, focusing on American values and security interests in the Indo-Pacific, and has held various leadership and research roles within the same organization. Colby’s academic credentials include a Master’s degree in Asian Studies from Georgetown University and a double major in International Affairs and Political Science from The George Washington University, complemented by additional studies at The London School of Economics.
