Rafael Sotelo

Rafael Sotelo currently serves as the IEEE Liaison for IEEE Quantum Week, a position held since January 2025. With extensive involvement in the IEEE organization since June 2012, Rafael has held multiple roles, including Student Branch Counselor at Universidad de Montevideo, Chair and founder of the Broadcast Technology Society Uruguay Chapter, and various leadership positions within the Broadcast Technology Society. Additionally, Rafael is a Board of Governors Member-at-Large for the IEEE Consumer Technology Society and has co-founded Quantum-South. As an academic, Rafael has been a Decano and Director of Research at Universidad de Montevideo since September 2002, and also serves as an Associate Professor at Universidad de la República. Rafael's educational background includes a PhD in Telematics Engineering from Universidad de Vigo and an MBA from Universidad de Montevideo.
