Bill Hall

Director of Workforce Logistics at IEM

A crisis tested leader with experience at the local, state, and federal levels, Major General (Ret) William A. “Bill” Hall led in settings ranging from combat operations in Iraq and Afghanistan to managing the 2020 DoD COVID response in New York and New Jersey. Also, he was the senior military lead for Super Bowls in Texas and Arizona. Today, Bill continues to serve in the emergency management sector.

Post retirement, Bill joined IEM in March 2021 as the Director of Major Response Operations. In this position, Bill focused on a contract to provide vaccinators to FEMA Regions I-V in support of the President’s COVID response. Currently, Bill serves as Director, IHLS Workforce Management. Before joining IEM, Bill assisted Brazos County, Texas with their COVID response. He led an interagency team in developing the long-term plan to vaccinate the 229,000 county residents.

During his military career, Bill led Warriors at every echelon from platoon to 2-Star Command in support of Civil Authorities, Armor, Recruiting, or CBRN units. He served on Title 10 and Title 32 with the Texas National Guard, the Arizona Army National Guard (AZARNG), the National Guard Bureau, United States European Command, and United States Northern Command.

During Operation Iraqi Freedom, Bill commanded a Tank Battalion in Al Anbar Province. During Operation Enduring Freedom, he commanded a Maneuver Enhancement Brigade in Kabul Province. As the United States European Command Deputy Plans Officer, Bill facilitated United States Central Command’s operations out of Turkey for Operation Inherent Resolve. As brigade commander, he deployed his unit to the Dallas-Fort Worth Metroplex in support of Super Bowl XLV and certified it as the third Homeland Response Force in the Nation. In 2013, as Land Component Commander for the AZARNG, Bill was again selected to lead military support operations for Super Bowl XLIX in Glendale, AZ.

Bill holds a Bachelor of Business Administration in Management from Angelo State University, and a Master of Strategic Studies from the U.S Army War College. Bill also completed Harvard University’s General and Flag Officer Homeland Security Executive Seminar and the DoD CAPSTONE Program.
